Cong-rui is a registered legal and policy expert with the European Commission (Knowledge for Policy) and the National Government of the Netherlands (China Knowledge Network). She served as senior lecturer and researcher at Free University of Amsterdam (2018-2023), University of Amsterdam (2022) and University of Antwerp (2023), and holds the Dutch National University Lecturer Qualification (obtained in 2023) and PhD in International and European Law and Governance (obtained from Utrecht Law School in 2018) . Cong-rui is a core analyst and advisor to the Dutch government, including on the policies concerning Responsible Business Conduct (2026), Export Controls on Advanced Technologies (2025) and Sustainable Sino-European Knowledge Partnerships (2024) .
